The Minnesota Telephone Equipment Distribution Program (TED) provides adaptive telephone equipment to individuals who have a hearing loss, physically and speech disability who have difficulty using a standard telephone. The equipment is loaned out at no cost as a long-term loan to qualified Minnesota residence.
The TED Program is funded by a telephone surcharge on all provide wire and wireless telephone lines. It is administered through the Department of Commerce- Telecommunication Access Minnesota (DOC-TAM).

The TED Program provide a variety of telephone equipment such as: amplified phones, loud ringers, Captel phones, light flashing signalers, TTYs, hands free speakerphones and special need devices.
Once an individual applies a program specialist will contact you to determine if you're eligible and access your equipment needs. Our staff will train you on the equipment and install the equipment if needed. If the equipment breaks down or your equipment needs change, we provide these services as well.
In addition, free presentations and participation at booths are offered by our specialists to service providers.

The TED Program serves the entire state of Minnesota. Our main office is located in St. Paul. Additional office locations are in Duluth, Moorhead, St. Cloud, Mankato and Rochester.
