Pennsylvania Telecommunication Device Distribution Program (TDDP)

About Us

Pennsylvania's Telecommunication Device Distribution Program (TDDP) provides free specialized equipment to eligible Pennsylvanians who have disabilities which prevent them from using regular telephone equipment.  Created in 1995 as a result of Act 34, the TDDP is implemented by Pennsylvania's Initiative on Assistive Technology (PIAT), a program of the Institute on Disabilities at Temple University, in conjunction with the PA Office of Vocational Rehabilitation (OVR) and the PA Public Utility Commission (PUC).

Services

Eligibility Requirements

You must meet all of the following requirements:

  1. Pennsylvania resident with a disability that prevents you from making and/or receiving phone calls independently
  2. Six years of age or older
  3. Individual gross income at or below 200% of the federal poverty level
  4. Existing landline telephone services
  5. Ability to learn how to use the requested device(s)

Application Process

  • Download an application from our website or call to request that one be sent to you
  • Carefully complete the application and include all necessary copies of documents (the application offers complete directions for paperwork)
  • Mail the application form to the TDDP at the address listed on the front of the application
